The color looks a bit dark in these pictures. The decoration below the rim would be typical for Kangxi, but the many glaze spots should not be there if it was from then. The glaze quality of 18th century export porcelain should be better.

Can't it be Qianlong?

Qianlong wares do not have this decoration on the underside, normally. That would be present on Kangxi and perhaps some Yongzheng wares.
Is the actual blue color really as dark as shown in the photos?

This type of blue looks much better. Perhaps Yongzheng to early Qianlong, if the outside of the foot rim is clearly slanted.

That blackish blue would hardly have been possible in the 'three reigns' period.
