It measures 1" x 5 7/8" x 5 7/8".

This might be Japanese too. Let's see what Stan says. First, the octagonal shape is unusual for Chinese. It does exist, but I know it only from dishes/saucers of export porcelain. And this is not a plate for eating, looks more as if it is for placing teacups. Anyway, the rectangular item to the right in the decoration is not recognizable as a roof or boat. If it should be a boat, then this is probably not Chinese.
Not sure if it is only me, but I get the impression that some parts are printed, for example the clouds?!

This looks relatively new, I do not see any ware or scratches and usually anything that is over a hundred years or so has rust spots and blisters in the blue colour, and no stilt marks, Im thinking 20 century.
