Please give your opinion on these plate

The bottom looks new and the decoration is printed, possibly 3rd quarter of the 20th century or later.

the surface is not overall smooth. there are enameled parts. is it normal ?

printed and hand painted to give the appearance that it is worth more, but it clearly is printed.
