The decoration looks early 20th Century to me, but I am not sure if the foot is proper for that period since it is not a standard vase form.

If possible upload more pictures showing the whole scenery. Depending on the size it could be a brush holder, incense holder or hat stand.
Looks like qianjiang style painting. There a verse relating to the landscape and, I believe, I see the year ?? which in this context would be 1924.

I would clean the bottom. There is too much dirt to see the base.
