Dragon Vase/Lamp with Sterling silver overlay

Hi there,
I have this lamp that looks like it was an old vase turned into a lamp. The vase looks like maybe porcelain and has an overlay of sterling silver leaves wrapping all around it. It is painted with a dragon. Can you tell me anything about it?
