Antique Chinese Fish Bowl

Can anyone tell more information about this fish bowl?

This is not antique, in my view. Could be vintage.
The vase looks somewhat like a hybrid between Japanese and Chinese, but the birds, for example, are definitely not painted in a traditional Chinese manner.

Cannot read the mark characters and am not sure if they are just not proper characters or if they are written in a fancy style unknown to me. Looks not like an old type of porcelain mark, but might be a seal type mark.
