japanese saucer?

Mark looks japanese to me.

The mark is written in Katakana characters, テッカ reading 'tekka' if romanized. Unfortunately the sound/reading alone does not tell us if it is a person's or manufacturer's name, or something else. I tried the Japanese internet for Chinese style porcelain (images) too, but could not find a similar decoratio. Possibly it is first half of 20th century when many such Chinese style plates were made. Stan probably could tell more but he is busy right now.

The foot rim looks like is straight up which would be first quarter of the 20th century in my opinion.
