need help for identification

could you please share your thought on these vase

The top rim decoration looks as if it was early 19th century, but not sure if the rest is of that period. Does the edge of the white glaze just below the rim decoration band show a glaze that is thicker than the latter? If yes, then it is likely that the rest of the item was re-glazed and painted at a much later time.
