My personal opinion is that the rust spots were added to give the appearance of age and on period cups the foot rim would not be this way, 20th century, in my view.

Character decoration. As Stan I think the rust spots are artificially added to give the impression of age. In other words, it is not that old.
It is not natural to have so many rust spots.

Oh I see. Thank you guys... That is new info I have to keep in mind. I'm guessing this is more of a second half of the 20th century then...
