Blue White Dragon Bowl with Double Rectangle Mark

Can anyone please shed some light on the approximate age of this bowl and what these marking mean?

Probably late Ming to early Qing dynasty. The mark shows the character "He" in a double frame.

As you can see in the second photo I posted. There is a symbol drilled into the inside of the plate.  Is this an ownership mark or some kind of religious or social symbol?  Do you think this was done during the period or later in life by a collector?  I would really appreciate what intel you have regarding why people drilled these marks on their porcelain.  I have seen a few different items with these marks but it usually is on blue and white older stuff.  Did people do this so they could prove if they were stolen or for some religious or social order?

The character is the character "??. And yes, it is an ownership marking. Sometimes these are not legible characters.
