Found out the mark is "Ruo Shen Zhen Cang".
Appeared in the Kangxi period and became popular in the Late Qing.
What I don't now if this is Kangzi.

Kangxi is probably right, at least by the painting method. but not 100% sure. There are no signs pointing specifically to Kangxi, as far as I can see, except the mark. But, I can also see nothing that is against it. The shade of blue could be a hint, but except the one seen on most export porcelain, Kangxi porcelain also used other blue pigments.
Most of this type of porcelain was exported in the 19th century, however. If it were 19th, it would have to be on the earlier side.
Did you check from when to when the capital was in Hue, actually? That is peripheral information that may help with dating. Vietnam had a couple of turbulent centuries, and there may be a hint when the capital was there.
It seems it was capital from 1802. That would make this 19th century. I must say that for me this makes the use of the Ruoshen Zhencang mark quite a few decades longer than assumed before.
My information mentioned Kangxi or Guangxu/Early Republic for the mark, although someone said it was Kangxi to late Qing.

Sorry I can't help with reading the poem, but Im sure Peter can.
Help...I would rather not. Being able to read and understand it is one thing, translating its meaning is another one. It is almost impossible to translate poetry, etc. without losing its meaning. Many things inherently Chinese are lost in translation, thus the original purpose of the poem is lost. Better learn Chinese... :-)

Gist? That is just the problem I mentioned. Try an online translator and see if you can understand.
I have been in translation for almost two decades, but translating literature or poetry is not my cup.
The fourth character above is the same as the simple one used on the cup. The above is the regular one in traditional Chinese. Both are correct.

I would translate the first half as: "No two things are the same in this world ... ", but the second part is too difficult to translate, for me, as it its meaning is not as straight forward. Maybe Shelley can help, if she sees this?
