This looks like a Japanese modern design, late 20th century.

Can only read two characters on the right side. They mean Zhongguo (China). That was never found on Chinese porcelain until the second half of the 20th century.

If the mark and the vase neck are from the same item, then this is likely a modern item made in China. Not a traditional Chinese decoration, though.
