The bottom looks brand new.

As to the painting/transfer printing, I do not know if it is possible to use different printing methods looking this way. With transfer-printing, apart from the lines, you have to check single features that are repeated all over. The same element hand-painted many times will often result in some tiny variations or inconsistencies as the result of the manual painting. However, with transfers these variations may be repeated in other similar elements.
You will not find the type of transfer printing seen in European items, though.
