This is a new item trying to fake an antique.
First, the bottom is made to look dirty to make it appear old. In reality, antique items even if centuries old rarely have such a brown bottom.. The mark is spurious.
The black outlines in the decoration are printed/transfer printed, while the colors appear to be hand-painted.
