Hi, Ladies and gentlemen. Tell me what this boy: Chinese or Uighurs? When made - ??1950-1980?

You are both right. The figure looks European, but the eyes of the boy and turban not.
The mark is Chinese.

It says: Guangzhou People's Art (not sure if the last one is a character or just some sort of place holder in the unused space)
The characters below the mark are unclear.

May be the boy is from one of the minority groups in China, the muslims, for example.

Hi Shelly, I think your right , but to me it would be jewish, David was a shepherd , Abraham was a shepherd and Jesus Christ the good Shepherd, and I believe they had turbans, we are the sheep and the the good Lord is the shepherd.

Probably boy is Uyghur or Dungan.  Thank you for your interest. Can you tell me the period of manufacture.
