Im thinking Chinese, the blue color would be not correct for Japanese, maybe Kangxi period, see what Peter says.

The decoration is not the decisive part, the bottom or rather the foot rim is. Everything looks Kangxi, including the mark. However, if the foot rim is not slanted this would not be Kangxi reign.
