Title: 19th century mark?

I'm afraid this is impossible with a partial mark and nothing else.

Thanks, that image clarifies it.
The two characters on the right side are a name, but it is impossible to be sure of whether it is a two or three character name without seeing the left side. It is some private mark.

As to the character in the decoration, it means 'long life". This has a decoration with auspicious objects, possibly a congratulory item similar to those shown here:

About Guangxu reign to early republic, I would think without seeing the bottom.
