The pattern looks like something from the 60's if it is an ashtray it is the first time I have seen one in a fan shape, Im sure that there would have been several fan shaped dishes when put in place would make a circle, some of them are put on a lazy susan used as condiments, the mountain is similar to Fukagawa's MT Fuji, usually marks that say " Made in Japan " are from the 20's to the present, it says hand painted but The lines could be printed and then painted by hand.
