No idea. Is it fencai? I found only one page on the Chinese internet mentioning the name. Virtually no info.

The type of black rim decoration you see here is almost always pointing to something from the second quarter of the 20th century or later. The painting style is republic period, but the fact that the porcelain painter marked the name (unusual for this type) may mean that it is even later. The glaze itself looks as if it could be from only decades ago. But again, in this case there is no info at all on the painter.
