Linglong porcelain (so-called rice grain pattern). See the 'additional info' board in this forum for a simple explanation.

I'm afraid this is a 20th century item, but not sure from when exactly. The bottom looks too pristine. Unless you learn about the era related features of the rice grain pattern, I would recommend to stay away. This type of porcelain is still being made today and frequently found in tea wares. Thus it is easy to get a new one. Some 19th century items have features that make them recognizable as such, but otherwise they are pretty much the same in view to the decoration colors.
