Can this plate be from late republic? And can someone help with the mark, please?

In my view this is second half of the 20th century at the best. No traditional painting style or decoration elements, except the central fish motif.
The mark seems to read 華龍制造 (Made by Hualong), a manufacturer's mark. Read right to left, top down, this way of writing marks would be highly unusual in pre-modern China. Could also be a manufacturer in Hong Kong or Macao...
