Moving this to Japanese ceramics...
There seems to be a blue ring immediately beside the foot rim.

The decoration is Japanese in style, and the foot rim seems to be straight up and rounded...still looking Japanese even without blue rings. Let's wait for someone else to confirm.

I think this is Seto ware, I see them with the single blue ring or none on the outside foot, I would date this as first quarter 20th century.
