This is a wrist rest used in by practitioners of Chinese medicine to feel the pulse. It lies flat on a desk and the patient puts the wrist with the back of the hand downwards on it, then the doctor feels the pulse with his fingers. Not sure until when these were used, but nowadays they use soft pads instead of the porcelain.

This is perhaps from about the mid 20th century at the most. It seems that the lines were printed/transfer-printed (the outlines), and then the fillings were painted in by hand. You can see that the rim decoration was made by transferring the same pattern in many small pieces rather than painted.
