Please upload pictures of item, including bottom etc.  We can only help if we have pictures. A mark is meaningless for identification or dating when it comes to Chinese porcelain.

I believe that marks like this did exist in the Late Qing dynasty but the colors would suggest later in the 20th century in my opinion.

The millefiori decoration would be right for Qing, but the base and underside decoration are something I have doubts about. In other words, the blue underside decoration is something I have never seen, and the double foot rim is not looking like other double rims of the Qing dynasty I know. Usually the second (inner) rim is not so much lower compared to the outer rim, and the rims themselves are a bit wider, as far as I know.
So, the likelihood that this is 20th century is higher. But in my view the millefiori decoration is of better quality than the average early 20th century ones. And it does not show the ground unlike some others.
