Any ideas? these piece it is on is a porcelain plate with a vivid blue flower design. but i've searched for days and cannot find this mark anywhere.

I would suggest to upload a picture of the bottom, showing the foot rim clearly.
To me the overall impression is that it could be Japanese.
The private mark on the bottom appears to be Nagafuji-Do Sei or Eito-Do Sei (different readings of same characters), a shop name. Not sure about the second character, as it is not standard. The rim shape also looks more Japanese.

In the picture of the bottom the foot rim looks low and wide, this also looks like if it were Japanese.
I believe Arita porcelain has some decoration styles like this plate.
But, of course it could also be a modern Chinese copy of Japanese porcelain.
Hi Xoaster, your plate looks relatively new, if it is Japanese there are no kiln marks on the bottom the older Meiji period would have kiln support marks, I do not know much about newer items sorry.
