Can this be a period piece? I usually see marks written this way on early 19th pieces. Thanks

Could be. The mark was often written this way by private kilns.
With this type of tip of the dragon's tail I would rather opt to about Jiaqing reign, when some plates still had the marks and rim shape of the previous reign.
