It probably is. The colors are too bright for earlier, in my view. This includes the whiteness of the glaze.
(To clarify the common dating of items dated - late Qing to early republic - or 20th century. In my case normally "late Qing or late Guangxu to early republic" means Guangxu to republic. Late Qing can be earlier than Guangxu, or 19th centur, but you should never forget that the later part of the Guangxu reign was in the 20th century. Style differences were fluid, no hard separation between reigns or centuries.)
