Title: Pottery charger bowl decorated with figures help ID origin and artist

Any help will be appreciated in identifying the age and origin and possibly the artist of this piece. It's a shallow bowl /charger with a wire loop for hanging. Decorated with figures it is marked on the back but somewhat difficult to read. Measures about 14 inches in diameter. I have a similar piece designed without figures. Thank you.

This plate has the two Chinese characters "??". The first character is a simplified Chinese character. This means the plate was made in the 1950s or later in China or other area in SE Asia where simplified Chinese is used. Not Hong Kong or Taiwan.
