Title: Pottery charger bowl help ID origin and artist

Any help will be appreciated in identifying the age and origin of this piece. It is a shallow bowl / charger with a wire loop for hanging, it measures about 14 inches in diameter. It's signed on the back. Thank you.

Cannot read the non-Chinese characters, due to the handwriting. Both plates have two Chinese characters "??". The first character is a simplified Chinese character. This means the plate was made in the 1950s or later in China or other area in SE Asia where simplified Chinese is used. Not Hong Kong or Taiwan.
