Kutani is still being manufactured today, and this looks like a modern made item.

It looks like they were trying to imitate a bronze finish on porcelain, I know the Chinese were doing this in the Qing dynasty, Im not sure if they did that in the earlier dynasties but the porcelain from the Qing dynasty are expensive, faux bronze and faux wood on porcelain from what I have seen are highly sought after in Chinese porcelain, Ive seen them in the republic period also and later.
