Except the red rim decoration nothing of the decoration looks specifically Chinese. That means, if it is Chinese it must be export.
I would suggest that you make an image search for "tobacco leaf pattern". It has the same type of coloration.  :)

And if it is Chinese, for dating you should also consider whether the foot rim is straight up or slanted.

I believe it is a "tobacco leaf" dish made in china for export, especially in portugal between the 18th and 19th centuries. I was wondering what a cheap purchase price is.

You are not going to get an answer about price from the master experts around here nor anyone else for that matter. Price and money value is off limits. For very good reasons I think. If you like the plate buy it. Best wishes
