Title: Shallow, Small Octagon Bowl-Old? New?

Please describe this small bowl to me--i.e., is it Chinese? Could it be old? New, made to look old?  (Quality is terrible, agree?)  Thanks much!

Late Qing dynasty, about Tongzhi or Guangxu reign.
