Title: USA seal or coat of arms enamel plate help ID

I would like to know if this mark is Chinese or Japanese? Do you think that this plate is a 1 of a kind? Is it possible that it has anything to do with the occupation of Japan? I would appreciate any information that you share with me about this plate. It is not hundred of years old, not extremely old but interesting. Thanks

The mark says it all. It says: Copying (or imitating) Daqing Qianlong Period.
In other words, it clearly says that it is not an original, and it is likely modern, not a fake antique.

So it is not a Japanese plate from the Kutani area as was suggested on another board Thanks Peter
The quality to me was poor but definitely made for the USA market I think.
