Title: Some b/w bowl with brass rim

Hello all

I was looking for any information on this plate. It doesn't look new and looks hand painted on bottom. I'm not really sure if it's new or old. Any information on it will be highly appreciate it.

one of my questions will be, if they put metal on the rims when they made them
