Title: Vase or pen holder?

I love this I just think it is cool.  It looks like clay with glass and paint over it.  Some is raise bumps but most is smooth.  Anyidea what or where its from?

Its weird I cant seem to locate the pen holder and I am very good at putting things where they belong.  I also cant find a few other pieces.  I will post how tall it is when I find it.

Size? This is not a vase, but not necessarily a brush or pen holder either.
