Hi calder, Nice plate, my guess would be early Kangxi, but I am not well versed in early kangxi but the blue color looks good my only question is the foot rim, did they have a foot rim like this, I can say that it is 18th century for sure, the mark is a kangxi mark.

Backside, including decoration, foot rim and decoration look like Kangxi. The shape is neither typical Chinese nor European.
Not sure about the top decoration. The painting style and chrysanthemums show a Japanese influence, I think. This could also be from about the late 1680s, or soon after, when Chinese porcelain exports resumed, after Japan had replaced them for some time.

Looks quite different from the usual export. I would try to find patterns of the mid-Kangxi period for something similar. Again, no problem with the underside being Kangxi, shape, mark and base/rim, but the top decoration looks like nothing I ever saw.
