Hi Rec, could you post another photo of the bottom at an angle, I can't tell if the outside foot is rounded or straight up, I do not think it is Chinese, the decoration band on the edge does not look Chinese, neither does the boat or the landscape, maybe Japanese.

Looks like one of the many Kangxi pictorial marks, perhaps early Kangxi. The underside decoration and foot rim look right for the period. My guess is that it is Chinese export, either late 17th or early 18th century. That could explain the look of the boat.
