Title: Black rimmed plate - Chinese? - mark?

Hello

I have searched a lot after this something similar to this odd deep plate.
diameter ca. 18 cm

the only mark is a dot and 2 lines.

handpainted, but paint is not underlay.

I begin to wonder if it is asian at all, or if produced in a western country
?
Do anyone recognise the style?
Do anyone recognise the mark?

Recent Chinese??? Are the dots Goodwill marked for two bucks??? I know they do that in my local goodwill.

So:
Not Chinese
low cost item

the marks can not be removed and are in relief, which make me think they are part of the plate, and not placed afterwards with a pen.
The plate itself is in bad quality (numerous holes in the material)

I have never seen one alike, and therefore I am still interested in origion if anyone has any suggestion?
