The mark says Tongzhi reign. This is a shangping (??), a vase shape that was created in the Qianlong reign. It was frequently presented as a reward to officials and persons for services, etc. As such it would have originally been imperial ware. I do is similar as marks used by the imperial kiln.
Overall it looks pretty new and unused. That is about all one can say from pictures...
If you can, I would try to get someone at an auction house near you do a hands-on inspection.
