Title: Cantones plate??? early republic?

Hello again guys,

I hope you can help me with this plate. I bought this plate and I think is early republic. I'm not sure if i named it right. Also I think that someone painted the plate black on where it was suppose to be white. I think I can remove the paint black. It looks like its over the glaze and its mate. Anywayz any observations or help will be much appreciate it.

Forgot to mention that is about 18 inches in diameter approx and it has a gold rim.

In my view there are two possibilities: one is Japanese and about 1940s, the other is later in the 20th century. The colors and bottom is nothing traditional Chinese.
