Title: Cylindrical Vase With Cut-outs

The bottom and the foot rim looks Chinese to me. Also, I've seen that cut-outs on Republican vases. But the decoration, especially with that raised beads, look Japanese to me. Any idea?
I was trying to find something about that sticker with "AR CA NA" , maybe a shop's name?

Looks like an old hatstand that was overpainted/oversprayed. The protruding outlines are something typical Japanese, though.
