Title: Chinese Plate?

I recently acquired this plate.  It is about 9 1/4 with no marks.  I am trying to figure out if this is Chinese, Japanese or if it's English.  Also, hand painted or transferware??  Finally, age??

Chinoiserie - either European or Vietnamese, I would say.
I have never seen Japanese porcelain imitating Chinese motifs this way. Their paintings are closer to the Chinese style, usually.
