Cannot tell what it is.
The rim decoration appeas on antique Chinese porcelain, but is more frequent on jars. Normally it is only 1-1.5cm wide.
The shape is odd, if it is Chinese. With export porcelain the slanting (straight) part of the rim is proportionally less wide. The foot rim seems to be oblique on the inside, which is something else that is not like traditional Chinese.
The decoration is insufficient to tell if it could be Japanese. They also copied Chinese decoration elements.
