I have never seen a kutani mark like that before, its almost like they did not know how to write Japanese, but the plate looks like second half of the  20th century.

I am not sure if the plate is Kutani. Just an assumption.

Possibly Yokohama Kame. The second character is somewhat abbreviated as is frequently the case with Japanese marks. It looks as if the first two characters were ?? (either a place or a family name). The other two, Kame, could possibly be a personal name of company name.
The reading "Kame" is my own assumption. Other readings are possible.

Thanks Peter. Seems like they did Kutani style in Yokohama.
