Chinese Porcelain Plaques...Vintage

Can anyone translate the writing and signature on this plaque for me?  I am attaching a picture of a close-up of the writing.  I tried to put in more pics, but they put allowed maximum over 400KB.  Also, if anyone knows the age, I would be very grateful for the information.  Cathy
