Hi Peter, I do not know what the marks are, but this is an old vase, the inside has dirt that has been there for a long time it looks like someone tried to clean it and did not do a good job, I believe that it is made in two sections, the vase is 23.1 cm and the width at the widest point is 11.6 wide, the blue is not like other blue and whites that I have seen its almost like the is raised slightly, if you need more photos let me know thanks, I am sending 8 photos.

The decoration was used over a long time and shows nothing typical from a certain period. However, the stepped foot rim started to be used in the Kangxi reign and was widely used in the late Qing dynasty, Guangxu reign too, when many of the earlier pieces were copied.
There is a four character Chenghua mark in a double rim, another sign that it is likely from the late Qing dynasty.
