This is vintage, republic period at the most, I would say. Shape, blue color and lid are not a classic Qing dynasty shape, but there are age signs.

You are right about the age signs but I would say they are a bit more for being vintage. Unless made on purpose but I don't see any attempt of faking age. 
What about the motif, have you seen it before?
If Republic, would not the lips be glazed?  Or maybe it could be non-Chinese?

No, I have not seen this decoration before. But there are no indications that it (the decoration) is non-Chinese. Generally, non-traditional items from the 20th century are more difficult to identify because they have less of the typical elements seen in older items.
