There are no closeup pictures of the people's faces, etc., thus we can only look generally at the coloration bottom, etc.
In my view this is not Kangxi fencai. The colors are not right. This is especially the case with green and some reddish color tones.
The bottom was scraped with something and there is a Chenghua mark. 
In my opinion this is a modern fake.
