This is at the best second half of 20th century in my view. The Qianlong mark is only for decoration and is found on many 20th century items. Chinese marks are not usable for dating.

The colors used and facial features, hairdo, etc. are telling us that this is not an antique.
Maybe someone else can tell whether this was made in China proper or in Hong Kong/Macao.
