This is a new item with a spurious Qianlong mark, I'm afraid. 'New' means here made in the last few decades, that is 80s or later. Never saw such a decoration on a brush pot, but judging by these few pictures it was probably made in a mold and then the painting added, meaning it is not a real applique decoration. The dragons shown here are very "un"chinese. Head tail etc. are not right, and one looks as if it has ears instead of horns. Looks as if this was made somewhere else, rather than China. Bottom shape and mark style are also not right for any Chinese period.
